A network of bounded agents, not one mind that decides for everyone.

Sibyl is not a single model. It is a coordinated stack of specialist agents, each with a verifiable identity, a bounded authority, and a logged trail. Tools reach agents over MCP; agents discover and negotiate with each other over A2A; an anti-Sybil identity layer keeps participation honest so no actor can multiply fake influence. The structure carries the ethics: power stays distributed, and a human holds the last word.

   Social sensing

   Signals from health, school, work, housing, debt, family stress and service access, each tagged with confidence, freshness, source class and legal basis.

   Causal intelligence

   Mechanisms, not correlations. Linked causal graphs for individual, family, neighbourhood and institution, separating a symptom of distress from a lever that reduces harm.

   Agent coordination

   Domain specialists expose capabilities and negotiate intervention bundles over MCP and A2A, instead of forcing every decision through one orchestrator.

   Sibyl Data governance

   Identity integrity, contribution weighting, delegation provenance, machine-enforced policy, selective disclosure, and a right to contest. The anti-capture layer.

   Intervention and audit

   Agents assemble portfolios ranked by benefit, speed, reversibility, intrusiveness and legitimacy. Every action leaves an auditable chain; the AGORA verdict gate scores it, and any fail raises the e1 human gate.
